    The project transforms an existing elevated plaza from a barren, windswept, and hard deck into a vibrant, multi-programmed, and accessible public park. One acre in total area, the new park ties into the planned Green Necklace that circles the edge of Manhattan. New escalators, elevators, plantings, and terraces bring the park down to the street level, and encourage those on the street to enter the park.
A new "beacon" anchors the park's northeast corner, providing additional Park amenities and concession
  services. The tower includes support space for year-round event planning and becomes a welcoming lantern that invites people up to view New York Harbor from the plaza's eastern prospect. The beacon serves this event space as well. Its infrastructure is flexible enough to accommodate an ice-rink, film venue or wedding tent. The sloping green to the south is an assemblage of flora offering a year round spectacle of changing colors. A range of intimate settings allow respite along with the opportunity to see and be seen.   Project Status
